Cities and Municipalities for the Energy and Climate Transition

NetZeroCities research project

February 25-26, 2026, ANCI, Rome

The event Cities and Municipalities for the Energy and Climate Transition, hosted by ANCI at its headquarters in Rome and organised by NetZeroCities – of which the Department of Design is a partner – brought together the Italian cities participating in the Mission along with a broader group of Italian municipalities committed to the energy and climate transition. It was an intense and very productive two days for Italy’s work within the EU Mission 100 Climate-Neutral and Smart Cities by 2030.

The objective was to share experiences, present the Mission’s methodologies – from the Climate City Contract to Transition Teams, from the systemic approach to citizen engagement – and strengthen the growing community of practice of Italian cities working toward climate neutrality.

The first day fostered an open dialogue on the experience of the Italian cities participating in the Mission, with presentations on Climate City Contracts and innovations in governance, both within municipal administrations and externally, in terms of stakeholder and citizen engagement in climate policies.

The second day included a session dedicated to the national governance of data for the energy and climate transition, coordinated by ANCI, as well as the first Better Funding Dialogue organized within the NetZeroCities framework. This session brought together cities, national stakeholders, and the Ministry of the Environment and Energy Security to discuss the challenges of public funding for the energy retrofitting of the private building stock.

The event – which gathered over 150 participants, both on site and online – offered an opportunity for exchange, discussion, and collaboration on the path toward climate neutrality.
